After auditing the foster care system for the state of California, authorities have unearthed some shocking information. Their review determined that over 1,000 foster home addresses matched addresses of registered sex offenders. Right under their noses, sex offenders were taking children into their homes and authorities didn't take the time to pay attention.
Officials in the child welfare office never compared the two databases, even though the state told them to do it back in 2008. The Sacramento Bee found that over 600 of the offenders were considered to be high risk. As a result of the finding, eight licenses have been revoked or suspended. Another 36 orders have been made to ban offenders from foster care facilities.
The audits had been requested after Assembly Member Henry T. Perea requested it. He asked for the audit after a 10-year old boy was beaten to death by his mother's boyfriend in 2008.

How in the hell could childrens service allow this to happen.
I have not read that registered offenders actually fostered any child, just that their address appeared. Lets remember it is possible that some offenders may have an open case with child services regarding their children. Many former offenders are able to retain custody of their children and that is perfectly legal.
You know the sad part about this there are probably offenders out there that haven't been caught.
